NTP Monitor：基于 Go，测量本机时钟频偏 ppm，并监控远端 NTP 服务器时间偏移

最近有项目需要用到比较准确的网络时间，所以顺手做了一个 NTP 监控工具，现在支持测量多个 NTP 服务器间的偏移量、测量本机时钟频偏 ppm ，还实现了 time.is 的浏览器对时功能，可以部署在闲置的 VPS 或者开发板上
