发现用 2G (EDGE) 网络下没有问题， 3G 就有问题

不知道还有没有 V 友遇到过类似问题，以及有没有什么有效的解决方法（相关 ticket 中的方法已尝试过，无效）

Nexus 4, Stock 5.1.1 和 CM13.0 都有这个问题。已放弃治疗。
