国内运营商的套餐变动确实一直是 1 号生效的，所以现在办理就是下个月初生效。
理论上应该要在 7 月换了，8 月生效，就是不清楚移动的 BSS 那边有没有 bug ，会不会因为存在未到期合约不让提交套餐更换，或者直接当成违反合约。
