win10 上的 Ubuntu 子系统打不开，错误: 0x80040154，该怎么解决呢？

之前通过在 powershell 里的 bash 命令，能正常打开 Ubuntu 。大概 win10 升级过几次后，现在就打不开了。
“开发人员模式”是打开的。但是现在下边有几行红字“ the developer mode package is not accessible,or may not exist.developer mode is still enabled...”
