TravisCI 现在激活后还需要开启 plan 才能使用吗

已经绑定 Github 和 TravisCI 账号，account 也已激活，
.travis.yml 文件已存在，但 git push 后一直无法触发。

travis 官方一直有一个提示：
错误提示：We are unable to start your build at this time. You exceeded the number of users allowed for your plan. Please review your plan details and follow the steps to resolution.

现在是无法直接使用了吗

之前是所有 ci 都是 travis ，然后要收费，然后免费次数好像还没 action 多，现在换 action 了，熟悉下就很快了
